The VCL format stores text information and audio data. It is used by a few game created by Epic MegaGames in the early 1990s. The audio format used is 8 bit signed PCM data, the same settings found in the early VOC files, indicating that VOC files were stripped of their headers to be converted into VCL. The playback rate varies depending on the game.

One VCL file usually stores a large collection of sound effects and text messages.
