Yoshio Watanabe is a Japanese composer who worked at ITL and Act Japan. He usually worked with Kiyoshi Kusatsu, who did the sound programming.
He sometimes went by the name Star Watanabe. This is because Yoshio rhymes with the Japanese translation of star (Hoshi).
