In Shougi: Shoshinsha Muyou for the PC Engine, this curious fanfare is located in the code, but never seems to be played by the game under any circumstance. If you're heard this tune in the game, please let us know where, and with a screenshot of where it plays, if possible.
The song was written by Novko Hasebe. She sequenced the song on her Kawai Q-80 MIDI Sequencer and converted her composition to sheet music, which was sent to Home Data. It was arranged into Home Data's sound driver by either Hiroshi Endo, Kenichi Fujii, and/or Takashi Nakajima.
Composition
The song is a ballad in the 3/4 time signature, in the key of C major, and plays at approximately 112.5 beats per minute.
