Shinichi Seya is a former Japanese programmer who worked for Sunsoft. He primarily worked with the audio side of programming in the earlier part of his career, but later moved onto general programming and game coding. He worked with Nobuyuki Hara on many projects, which almost always meant programming and implementing Naoki Kodaka's music into the game. In late 1992 he left Sunsoft with a number of his colleagues to join Prism Kikaku (Later Nippon Ichi Software), and on the side worked with the PC-98 music group MUSE.

Currently, Seya operates his own business, Ganbaranai Tech.
