Masatoshi Arai is a Japanese composer and sound designer who worked at Tecmo.

For many years, his real name was unknown to the public, until he identified himself as the person behind the alias "Rio" in 2020 on his Twitter.

For Captain Tsubasa VS, Masatoshi wrote the music in Music Macro Language using Hiroto Kanno and Yasuyuki Hamada's sound driver. He said this about the songs he wrote for the game:

As an added bonus, I also did the OP and ED for the Game Boy Captain Tsubasa VS. The credit for this one was Rio! Maybe I made it right after I joined the company, around the end of Golden Week.

I wrote the score with 4 voices, then replaced the notes with numerical values and entered the data.

Masatoshi used a sound driver by Keiji Yamagishi.
