Battle Scene is played through all of the fights you'll encounter through the game. You'll hear the song hundreds, if not thousands, of times before you successfully beat the game. Thankfully, it's one of the longer tunes in the game so it takes longer to get annoyed with the repetition.

Title

There isn't an official English release of the song. The original Japanese soundtrack uses a half-kanji, half-katakana title 戦闘シーン (Sentou Shin). Sentou is the Japanese word for "battle" or "combat," and shin translates directly to "scene," so the English translation is "Battle Scene."
