Wheel of Fortune is a game show adaptation of the TV show developed by Imagitec Design and published by GameTek.
The player enters a name and chooses a character. Up to two human players and computer players can join for a total of three players. Each player must attempt to solve the puzzle on the board before the other players figure it out. The player starts by spinning the titular wheel in which they must aim for the highest money value wedge possible, whilst also avoiding penalty wedges; Lose Turn and Bankrupt.
After the wheel is spun (assuming none of the penalty wedges were landed on), the player chooses from a list of consonants. However many consonants are in a puzzle multiply the amount of money won. For example, if the player lands on the $200 wedge, chooses the consonant T and there are three Ts in the puzzle, they are rewarded with $600. If the player correctly guesses correctly, they can either buy a vowel for $250, solve the puzzle, or spin again.
After two rounds, the third round changes the rules as the Speedup Round; The wheel is spun once and the wedge that is landed on is the permanent amount for the round. Players can choose consonants and vowels this round. If they correctly guess, they must solve the puzzle or another player is given the chance. Whomever accumulates the most money of all rounds is taken to the final round where they are the only player. They can choose a mystery prize based on the W H E E and L envelopes. The final puzzle is then shown, and, using the newer rules of the show, any letters R S T L N and E are shown on the board. The player then chooses three consonants and a vowel and must attempt to solve the puzzle. If they get it right, they are awarded the prize and the game is won.
A Deluxe Edition of the game was later released, though besides a few graphical changes and new puzzles, it remains identical to the original version.

Music
Wheel of Fortune sports only one song, which is the theme song from the TV show written by Merv Griffin. It was adapted to the SNES by Barry Leitch, who also worked on the Starring Vanna White versions for the NES and Game Gear, as well as the Genesis adaptation of this game. Ian Howe is also credited, but he was most likely a sound designer, as Leitch confirmed arranging the theme song. While there is no music in the game, there are a few voice lines that Vanna White speaks, as well as an applause track. The rest of the sound effects are pretty basic and minimal.

The credits all over the place in this game; title screen, the menu, the ending, and the instruction manual. Ian Howe is only listed in the end credits, so he probably just worked on the sound. Even though he is not specifically credited for sound programming, Barry says that Axel Brown was the sound programmer. He goes by his first name only in the game, but his real name is in the manual.

The game's music and sound runs through the S-SMP. It uses the Imagitec variant of Nintendo's Kankichi-kun sound driver. It was also used in American Gladiators, Top Gear, and Humans.
