Minoru Mukaiya is a Japanese musician. He was a former keyboard of the band Casiopea.

In the 1990s, he was contracted by Koei to compose the music to their game Romance of the Three Kingdoms II.

For Romance of the Three Kingdoms II, Mukaiya most likely wrote the music either on sheet music or MIDI or other media, and sent it to the development team at Koei to implement into the game.
