Mega Man II (AKA Mega Man 2) is the sequel to the first Mega Man (NES). You continue to play Rock who must bust up Dr. Wily's evil robots in the traditional action platformer sort of way. This is one of the easiest Mega Mans in the series, but also one of the most enjoyable games. It's also the first standard Mega Man with regard to eight enemy robots, no score, empty boss corridors, and proper power-up icons.

The music in Mega Man II is often regarded as the best for the entire series. Specifically, the song Dr. Wily Stage 1 is the favorite of many retro gamers for how catchy it is. The soundtrack covers a broad range of timbres and tempos to fit the robot boss domains in which they're heard. The majority of the music was composed by Takashi Tateishi with a little help from the composer of the original Mega Man (NES) game, Manami Matsumae. This was Tateishi's very first soundtrack and he composed several songs that were not approved by the audio director because they were too "cute" sounding. Tateishi later repurposed those melodies for the game Cocoron (FC). The first song Tateishi got approved was Dr. Wily Stage 1, which helped him set the tone for the soundtrack.

According to the composer, the music had to be painstakingly converted from notes into a form of MML machine code that worked with Yoshihiro Sakaguchi's sound driver.

Manami Matsumae was originally approached to compose the soundtrack for Mega Man II, and said that she would have liked to have composed it. However, when she was asked she already in the middle of scoring several other arcade games, and she preferred composing soundtracks on the newer arcade hardware, so she passed on the game.

The majority of the game's music was composed and arranged by Takashi Tateishi, who has personally confirmed his involvement. He used the sound driver programmed by Yoshihiro Sakaguchi. Most of the sound effects and some of the music is Manami Matsumae's work, brought forward from the first game. The Game Start fanfare is remixed from Matsumae's tune in the first game and the Opening theme is a remix of Matsumae's Ending theme from the first game. Also, Tateishi has confirmed that the guitar solo in Airman Stage was composed by Matsumae.
